Kazakhstan: Compliance Alert: Compulsory health insurance plan introduced

 

Effective date: January 1, 2018

Companies in Kazakhstan employing local residents are obliged to make compulsory contributions to the Social Health Insurance Fund. The Fund is a government non-profit organization that accumulates the contributions, then purchases and pays for the services of healthcare agents. These agents provide medical assistance in the amount, and on the terms stipulated in the contract.

All residents will be subject to compulsory health insurance starting January 1, 2018.

Beginning July 2017 

Employers are obliged to make contributions to the compulsory health insurance system:

  • July, 2017 – 1% of salary per employee per month
  • January, 2018 – 1.5% of salary per employee per month
  • January, 2020 – 2% of salary per employee per month
  • January, 2022 – 3% of salary per employee per month
  • Note that salaries will remain the same.

Beginning January 2019 

Employees must also contribute:

  • January, 2019 – 1% of salary per employee per month
  • January, 2020 – 2% of salary per employee per month
  • These contributions will reduce the salary.

Resident’s children will be covered despite the parents’ contributions. Also, employees who are not residents won’t be covered under the System since they are not contributing.
