[Updated 6/14/25] In Azerbaijan, health insurance is the number one benefit for employees because, currently, there is insufficient state healthcare in the country, and medical insurance is expensive. When asked to rank four other expected benefits in order of importance, the average Azerbaijani employee will respond with disability, death, retirement, and long-term medical care.

As a pilot project, a compulsory medical insurance implementation process began in 2017 for some regions of Azerbaijan. Today, medical insurance is mandatory nationwide. Payments are calculated based on the insured person’s salary, and the employee and employer divide the payments.
Despite certain services in some private clinics becoming available under compulsory medical insurance, many local companies still prefer to purchase voluntary insurance, as the list of private clinics is significantly larger and the appointment process is more straightforward. Compulsory insurance provides services mainly at state clinics, and some modern, well-equipped hospitals are now part of the system. However, these hospitals offer only certain services within a limit.
