Indonesia COVID-19 Employer Resources
Indonesia has rolled out the national vaccination since 13 Jan 2021, with President Joko Widodo being the first recipient of the Sinovac vaccine jab. The Health Ministry has projected that inoculating the 181.6 million people targeted by the vaccination program could take 15 months.
Currently, two vaccination schemes are going on in Indonesia : (1) Free programs for Indonesian citizens and (2) “Gotong-Royong” Scheme (English: burden-sharing). The first one is free for citizens, especially the health workers, frontline public workers, teachers + lecturers, those who are working in the government sectors, athletes, and senior citizens. Whereas the second scheme is mandated for private sectors or companies that have to buy vaccines for their employees and their families. The vaccine used for private sectors will be different from the free scheme. Furthermore, the number of vaccines distributed in the private-run program will match the number that the companies requested, and the inoculations will be conducted at private healthcare facilities or the companies’ own facilities.
The private scheme, which the Indonesian Chamber of Commerce (KADIN) proposed, will require companies to purchase the vaccine from Bio Farma, a state-owned vaccine manufacturer appointed as the sole imported for all jabs that Indonesia procures.
However, until now, there is not (yet) a clear statement from the Indonesian government regarding when, how much is the cost, how are the procedures and where the facility of the private vaccination will be held. Companies can register to KADIN to secure the vaccine quota from Bio Farma.

COVID-19 vaccine considerations for Indonesia

- Can employers mandate the vaccine?
The government mandated the vaccine for citizens - Who will control delivery of the vaccine?
Federal government - Who covers the cost of the vaccine?
Government - Where will people get vaccinated?
It will vary - Is there cultural resistance to getting the vaccine?
A little, because the COVID-19 vaccine is so new
Every eligible Indonesian citizen (18 – 65 yr.) is mandated by the government to get the vaccine. There are fines of IDR 100,000,000 or a 1-year jail sentence for those who refuse to receive the vaccine. The government is texting its citizens when to register to receive the vaccine and will then tell the person where to go to receive it. There are some people who are resisting the vaccine, but the government has taken measures to ensure the vaccine is permitted by Islam and has a high effective rate.
