Singapore Enhances Work Injury Compensation ActSingapore’s Work Injury Compensation Act (WICA) will see significant enhancements to coverage and compensation requirements in 2025, impacting all multinational employers with staff in the country. The Ministry of Manpower (MOM) has announced new compensation limits effective from November as well as expanded occupational disease (OD) coverage from December, with the aim of providing even stronger protection for employees.

Increased Compensation Limits from November 2025

Effective November 1, 2025, the maximum and minimum compensation limits for work-related death, permanent incapacity, and medical expenses under WICA will increase. The new limits are as follows:

  • Death: Up to SGD 269,000 (minimum SGD 91,000)
  • Permanent Incapacity: Up to SGD 346,000 (minimum SGD 116,000)
  • Medical Expenses: Up to SGD 53,000 or one year from the date of the accident (whichever is reached first)

These updated limits reflect higher wage growth and rising healthcare costs in Singapore. They are mandatory for both local and foreign employees covered by WICA. Employers must also ensure compensation for all employees entitled under the Act, regardless of whether insurance is compulsory for the specific class of worker.

Expanded Occupational Disease Coverage from December 2025

From December 1, 2025, the lists of reportable and compensable occupational diseases will be harmonized under both the Workplace Safety and Health Act (WSHA) and WICA. The revised schedule will recognize 38 specific diseases, spanning physical, chemical, biological, musculoskeletal, respiratory, skin, and malignant conditions. This change provides clarity for employers and ensures fair compensation for a broader range of work-related health conditions.

The reporting and compensation process remains streamlined, and both employers and platform operators must ensure proper and timely reporting of occupational diseases according to the Ministry’s updated requirements.
